(1) Typhoon Danas caused the collapse of many roadside trees and utility poles across the city, as well as power outages in coastal areas. The number of households without electricity has decreased from over 120,000 to just over 400. Taiwan Power Company is working intensively to restore service, with the goal of achieving full restoration this week. District offices are asked to promote post-restoration safety precautions and also to monitor any remaining isolated outages.
(2) Currently, 84% of fallen roadside trees have been cleared. Appreciation is extended for the manpower and equipment support provided by other counties and cities, as well as for the assistance of volunteers in installing tarpaulins on damaged rooftops. Given the ongoing rainy conditions in recent days, it remains difficult to remove large branches from parks in the short term. The Public Works Bureau and district offices are asked to enhance safety signage to prevent accidents and ensure public safety.
(3) Many of the city’s arterial roads are connected to roadways managed by the Highway Bureau or other central government agencies. Where assistance is required, the Public Works Bureau is asked to maintain effective communication with the relevant agencies to ensure that the city’s local and arterial roads remain clear and unobstructed.

(1) In recent years, Tainan City has hosted numerous sports competitions. These events have not only enhanced the city’s capacity to organize such activities but also helped improve the condition of local sports venues. Some venues managed by the Sports Bureau sustained damage during the recent typhoon. Please ensure that repairs are completed promptly so that the upcoming U12 Baseball Tournament can proceed smoothly.
(2) Going forward, the management of sports venues must demonstrate measurable performance. Agencies responsible for outsourced management should fulfill their maintenance obligations, and these responsibilities should be clearly stipulated in contracts. The goal is to ensure that the facilities are accessible to the greatest possible number of citizens. The city government will continue to move in this direction.

2. The European Union recently approved the import of Taiwanese mangoes and guavas. Special thanks to the Agriculture Bureau and the Department of Information and International Relations for promptly identifying and reporting frontline quarantine issues to the Animal and Plant Health Inspection Agency and the Ministry of Foreign Affairs during last year’s product promotion event in the Netherlands. After multiple rounds of negotiation, this achievement was made possible. We also thank the Ministry of Agriculture, the Animal and Plant Health Inspection Agency, and the Ministry of Foreign Affairs for their support. Although mango production is limited this year, efforts to expand marketing channels should continue. The Agriculture Bureau and the Department of Information and International Relations are asked to convey promptly to farmers, farmers’ associations, and consumers the city government’s dedication to promoting agricultural specialty products. As tariff negotiations with the United States are still ongoing, we should also continue marketing efforts for affected products, such as orchids, Taiwan tilapia, and industrial goods, to safeguard the profits of businesses.
3. Regarding the Economic Development Bureau’s "Progress Review Report on Improvements to the Gueiren, Guanmiao, and Nanxi Markets," the Public Works Bureau is requested to assist with door and window renovations at the Gueiren Market.

1. The Indigenous Peoples Commission presented a report on the "Establishment of Sales Outlets: Construction of the Indigenous Creative Center" (refer to written sources for details).

Mayor’s Comments:
(1) The planning, design, and construction of the Indigenous Creative Center, "Tabe Cahamu Indigenous District," have been underway for many years and are now nearing completion. We hope that the project will be completed to a high standard and delivered on time. Subsequent final acceptance inspections and investment promotion efforts should proceed in parallel to enable an early opening. The Indigenous Peoples Commission is requested to begin planning post-opening activities early to fulfill the mission and purpose of the "Tabe Cahamu Indigenous District" in promoting and preserving Indigenous cultural traditions.
(2) In response to extreme weather and the growing trend toward energy conservation and carbon reduction, the Indigenous Peoples Commission is requested to incorporate power backup systems and energy efficiency measures into its planning efforts.
(3) The Indigenous Peoples Commission is requested to complete all final acceptance inspections and investment promotion efforts as soon as possible, with operations scheduled to begin in January next year (2026).
2. The Economic Development Bureau presented a report on the "Achievements in the Advancement of the Shalun Smart Green Energy Science City" (refer to written sources for details).

Mayor’s Comments:
(1) Development of the Shalun area began during the tenure of former Tainan County Mayor Su. Following the establishment of the Taiwan High Speed Rail station and the entry of academic institutions into the area, President Lai—then serving as Mayor—proposed the creation of a Green Energy Science City in Shalun. In 2016, he submitted a comprehensive plan to then-President Tsai as a reference for the central government in promoting industrial development. This vision later evolved into what is now the Shalun Smart Green Energy Science City.
(2) The Shalun area has made remarkable progress. It now hosts central government agencies and research institutions, along with the Shalun National Cheng Kung University Hospital, a convention and exhibition center, the Mitsui Outlet Park, and experimental zones. It has become a vibrant and prominent district. With the central government’s planned development of the Shalun Farm, the area is expected to grow even stronger and more dynamic. We look forward to continued collaboration between the central and local governments to transform Shalun into a livable and fully functional urban area.
(3) According to statistics from January to April this year, the combined output value of the Hsinchu and Central Taiwan Science Parks was lower than that of the Southern Taiwan Science Park, underscoring the growing importance of the latter. In the future, some manufacturers in the Southern Taiwan Science Park are expected to expand into the Shalun area. Combined with existing enterprises in the region, Shalun’s development prospects are highly promising. All bureaus and departments are expected to give their full support.

(1) The net-zero transition is not only a key vision for Tainan, but also a national objective and Taiwan’s responsibility as a member of the global community. The second phase of the city’s greenhouse gas reduction action plan is currently being implemented and will run through 2025. All responsible bureaus and departments must ensure full execution of the plan and achieve its targets by the end of 2025. In addition, all bureaus are urged to align with the central government’s 20 flagship initiatives and begin drafting the third phase of the greenhouse gas reduction action plan (2026–2030), continuing progress toward a sustainable, net-zero future.
(2) The presentation outlined six priority initiatives for advancement, and all bureaus and departments are urged to cooperate actively. The Executive Yuan has announced a NT$10 billion “Green Growth Fund” to be administered by the Ministry of Environment. The fund primarily supports green and sustainable development projects across public and private sectors in cities and counties. Relevant bureaus are encouraged to assist enterprises actively in applying for this funding and in upgrading their operations to strengthen international competitiveness while advancing energy conservation and carbon reduction goals.
 

(2) Sister cities, such as those in Japan, South Korea, and Singapore, have shown strong interest in purchasing Tainan City’s specialty agricultural products. For example, Singapore had rarely regarded Tainan as a major travel destination in the past. However, according to data from the Tourism and Travel Bureau, 700 to 800 Singaporean tour groups designated Tainan as the primary stop on their itineraries last year. This represents significant progress in the city’s tourism sector. In addition to group tours, independent foreign travelers and backpackers also visit Tainan in large numbers for cultural, educational, and sports exchanges. Through these substantive city-to-city interactions, mutual friendships continue to deepen.
(3) City diplomacy is not solely the responsibility of the Department of Information and International Relations — it is a shared duty of every bureau and department. I encourage everyone to work together to strengthen the friendship between Tainan and its international partners. Through the joint efforts of government and civil society, we can deepen the friendship between our city and international partners in ways that citizens can truly experience and benefit from. Let us continue to promote actively sustainable, long-lasting city diplomacy that serves the interests of our citizens.
 

(1) With the declining birthrate, Taiwan's industries increasingly rely on migrant workers to meet labor demands. To ensure a smooth work environment in Tainan, migrant workers require the support of professional teams. For instance, trained professional nurses and interpreters can provide in-home visits to offer face-to-face training on caregiving skills and facilitate multifaceted communication. This helps bridge gaps caused by language barriers and cultural differences between migrant workers, care recipients, and their families. Additionally, the "Family-Oriented Employee and Employer Bonding Activities" encourages all three parties to step outside the home, fostering stronger emotional connections between foreign caregivers and the families that they support.
(2) The Labor Affairs Bureau has expanded its services to include industrial migrant workers, successfully establishing a three-way communication bridge between migrant workers, supervisors, and employers. This initiative helps ensure that migrant workers can work and live securely in Tainan. Let’s continue working together to support this effort.

Deputy Mayor Chao’s Comments:
(1) The "2025 National Indigenous Games" will be held in Kaohsiung from March 21 to March 24. The Indigenous Peoples Commission and the Sports Bureau have been working together to make early preparations and initiate training ahead of schedule. Tainan's top athletes, particularly in weightlifting and women's basketball, have strong potential to win gold medals. We hope that the athletes maintain peak performance during the competition and strive for excellent results for the city.
(2) This year, Tainan City is sending 155 athletes, a 58% increase from the previous competition. This reflects Mayor Huang’s strong support for Indigenous peoples since taking office. During his tenure, he not only established the Indigenous Peoples Commission but also increased participation bonuses for Indigenous athletes in competitions. We hope that the city's representative team will deliver even better results in this year’s National Indigenous Games. (1) In recent years, the demand for emergency medical services among residents has been steadily increasing. To address this, the Tainan City Government has continuously enhanced personnel training and upgraded medical equipment. According to the treatment outcomes of 12-lead electrocardiographs, the number of successfully treated patients has increased from 16 to approximately 120 per year, demonstrating a significant improvement in emergency care effectiveness. Sincere appreciation goes to the Fire Bureau staff for their dedication.
(2) The city government is also continuously upgrading emergency equipment in ambulances to ensure that citizens receive high-quality medical care in emergency situations. These improvements help stabilize patients before they reach designated hospitals, increasing the likelihood of a full recovery and successful discharge.
(3) Starting next year, the Fire Bureau will independently train 30 paramedic emergency medical technicians. The Fire Bureau is requested to ensure that these trained professionals remain in their positions upon completing their training.

(1) President Lai initiated the planning of social housing during his tenure as mayor. Upon assuming office, I actively advanced the construction efforts, and this year (2025), residents can finally move into social housing. Special thanks to the city government team for their hard work.
(2) Most of the social housing projects in Tainan were either acquired at no cost or constructed by the central government, significantly easing the financial burden on the city government. The cost of constructing social housing far exceeds the rental income, as the government prioritizes public welfare over profit, allocating substantial public and social resources to ensure affordable housing. Therefore, a stringent management system must be established to regulate social housing rentals, including prohibiting subletting, to prevent the misuse of public resources by residents. The Urban Development Bureau and relevant departments are commended for their efforts in ensuring the smooth implementation of social housing projects in Tainan.

2. The Sports Bureau presented a report on the "2025 Tainan Ancient Capital International Half Marathon" (refer to written sources for details).

Mayor’s Comments:
(1) Originally, to prevent traffic disruptions and avoid raising public concerns, the Ancient Capital International Marathon was changed to a half marathon. Subsequently, concerns arose that the number of participants might decrease, but this year's event (2025) saw a record-breaking total registration of 24,105 participants, surpassing the 2024 numbers. Thanks to the dedicated efforts of the Sports Bureau, the Ancient Capital International Half Marathon has gained widespread recognition from both the public across the country and participating runners.
(2) This year, 399 international runners will join the marathon. All surrounding facilities, including food, transportation, and overall services, must be maintained to the highest standard to ensure a seamless experience, further strengthening Tainan City's reputation among both domestic and international participants. Appreciation is extended to the Sports Bureau, Police Bureau, and all relevant departments for their hard work.
(3) During the event, policy promotion booths will be set up to engage participants and spectators, aiming to spark their interest and achieve the goal of effectively promoting relevant policies. 

2. Recently, two village activity centers in Dajia Village and Wangcheng Village have been completed in Tainan City, with more centers set to follow to achieve the goal of providing one activity center per village. In the first half of this year, the city will also complete the construction of a multi-story parking facility, providing additional parking spaces for residents conducting business and out-of-town tourists. During my first year as mayor of Tainan City, the city had only three multi-story parking facilities. To date, 13 such facilities have been completed in succession. As an ancient capital, Tainan City has relatively narrow roads and limited parking spaces, making it increasingly difficult to accommodate the growing influx of people who anticipate having sufficient parking. Ensuring sufficient parking is a critical infrastructure issue that directly affects residents' daily lives. The Transportation Bureau is urged to continue seeking funding from the central government to support these efforts.
3. Tainan City will soon host the "2025 Asia-Pacific Orchid Conference and Taiwan International Orchid Show." The Agriculture Bureau is requested to plan in advance for parking spaces and shuttle transportation arrangements.

(1) From the early Long-Term Care 1.0 and 2.0 initiatives to President Lai’s recent announcement of plans to roll out Long-Term Care 3.0, we must make the necessary preparations. From the citizens’ perspective, the more social welfare programs available, the better. Therefore, the government should strive to provide a wide range of social welfare services within its capacity.
(2) In recent years, the city's total population has slightly decreased by approximately 20,000, while the number of adults aged 65 and older has increased by about 70,000. As Taiwan approaches a super-aged society, we must align with its needs by providing various services that help seniors feel supported and cared for by society. Special thanks go to the Social Affairs Bureau for its dedicated efforts.
2. The Economic Development Bureau presented a report titled "Outcomes of the 2024 Tainan Shopping Festival" (refer to written sources for details).

The Tainan Shopping Festival held in 2019 lasted for approximately two months, with cumulative recorded spending of approximately 1.8 to 1.9 billion NTD. By contrast, the 2024 Tainan Shopping Festival, which ran from October last year to February 15 this year, was shorten by two months and had an event budget of about 10 million NTD. The cumulative recorded spending reached 6.27 billion NTD, helping to further boost the local economy. The Economic Development Bureau is encouraged to continue promoting the shopping festival. We extend our gratitude to consumers and residents for their participation, to businesses for their support, and to the Economic Development Bureau for its efforts in making the festival better and better.

(1) Based on objective data from 22 telecommunication big data sources and reports from 60 LINE chatbots, the number of tourists visiting Tainan during this year’s Lunar New Year holiday exceeded 10 million for the third consecutive year and continues to grow steadily.
(2) Although Tainan City was affected by the earthquake before the Lunar New Year holiday, it did not rely on central government resources to boost tourism. Instead, the city attracted visitors through the efforts of its major attractions, tourism businesses, and various government bureaus and departments.
(3) Domestic tourism has been falling in popularity year by year. To boost the city's tourism industry, we should expand tourist attractions and enhance the tourism landscape. Let’s work together to promote the city effectively.
