It has been a week since Typhoon Danas passed. Last week, 12 areas north of the Zengwen River experienced closures of workplaces and schools. With power being gradually restored now, recovery and emergency response efforts must continue without delay so that residents can restore their homes and return to normal life. The city government has faced many challenges this week. Appreciation is extended to all colleagues for their efforts in cleaning up agricultural products, draining floodwater, and restoring homes. Relevant bureaus and departments are urged to expedite roof repairs and the installation of tarpaulins and to streamline the application processes for subsidies and compensation so that affected residents can receive subsidies and support as quickly as possible.<br />2. For vulnerable groups in the disaster affected areas&mdash;such as people with disabilities, low-income households, and elderly residents living alone&mdash;the Social Affairs Bureau is tasked with providing ongoing care and necessary assistance. The Agriculture Bureau is asked to assist farmers with the disinfection and restoration of agricultural facilities. Given the recent unstable weather with alternating periods of sun and rain, the Public Health Bureau and Environmental Protection Bureau must remain vigilant in preventing outbreaks of infectious diseases and dengue fever. Relevant departments are also urged to recruit volunteers actively from civil affairs, police, fire services, social welfare, and environmental protection sectors to support recovery efforts and help residents rebuild their homes.<br />Reports<br />1. The Public Works Bureau presented a report titled &ldquo;Recovery Efforts Following Typhoon Danas&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:</p><p>(1) Typhoon Danas caused the collapse of many roadside trees and utility poles across the city, as well as power outages in coastal areas. The number of households without electricity has decreased from over 120,000 to just over 400. Taiwan Power Company is working intensively to restore service, with the goal of achieving full restoration this week. District offices are asked to promote post-restoration safety precautions and also to monitor any remaining isolated outages.<br />(2) Currently, 84% of fallen roadside trees have been cleared. Appreciation is extended for the manpower and equipment support provided by other counties and cities, as well as for the assistance of volunteers in installing tarpaulins on damaged rooftops. Given the ongoing rainy conditions in recent days, it remains difficult to remove large branches from parks in the short term. The Public Works Bureau and district offices are asked to enhance safety signage to prevent accidents and ensure public safety.<br />(3) Many of the city&rsquo;s arterial roads are connected to roadways managed by the Highway Bureau or other central government agencies. Where assistance is required, the Public Works Bureau is asked to maintain effective communication with the relevant agencies to ensure that the city&rsquo;s local and arterial roads remain clear and unobstructed.<br />2. Please ensure that repairs are completed promptly so that the upcoming U12 Baseball Tournament can proceed smoothly.<br />(2) Going forward, the management of sports venues must demonstrate measurable performance. Agencies responsible for outsourced management should fulfill their maintenance obligations, and these responsibilities should be clearly stipulated in contracts. The goal is to ensure that the facilities are accessible to the greatest possible number of citizens. The recent typhoon caused widespread power outages and communication disruptions across Tainan, significantly affecting residents&#39; daily lives and hindering the city&rsquo;s recovery efforts. Power is expected to be restored in most districts today. All relevant bureaus and district offices are requested to expedite support for residents in restoring their homes. Relevant bureaus and departments are also asked to carry out post-disaster recovery work promptly and to accelerate inspections, relief assistance, and subsidy processing. The Office of Disaster Management is requested to report damages to public infrastructure and construction projects to the central government to apply for disaster relief funding.<br />2. The Agriculture Bureau is tasked with assessing crop losses, including pomelos, avocados, and longans, as well as damages to fishing vessels and aquaculture operations, and supporting farmers and fishers in applying for relief. The Social Affairs Bureau is requested to check on elderly residents living alone whose homes were damaged and to provide the necessary supplies and resettlement support. The Public Health Bureau is instructed to eliminate vector breeding sources promptly, while the Environmental Protection Bureau should continue to strengthen environmental disinfection efforts.<br />Reports<br />1. The Public Health Bureau presented a report on &quot;Smart Value-Added Services for the &#39;Mobile Hospital, National Health Checkup&#39; Program &ndash; AI-Based Osteoporosis Screening and Cloud-Based Access to Portable Health Checkup Reports&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) During the COVID-19 pandemic, a large number of citizens&mdash;nearly 530,000&mdash;enrolled in the Tainan Shared Care Cloud platform for vaccination purposes. We thank citizens for their participation. The Public Health Bureau has since expanded the platform&rsquo;s functionality beyond vaccination notifications by integrating it with the Mobile Hospital initiative, establishing a digital infrastructure for health checkup services.<br />(2) Even before the merger of the county and city, Tainan City had already accumulated a substantial amount of serum and health data. It is essential to implement sound information security planning in the management of this data. Enabling residents to use these databases for self-directed health management and implementing regional epidemiological trend analysis, disease risk assessment, and preventive measures are key priorities for the Public Health Bureau. We expect the Public Health Bureau to continue integrating health checkup reports into the Tainan Shared Care Cloud platform to serve citizens more effectively and advance the use of technology and smart systems in personal health management further.<br />(3) The Public Health Bureau is further requested to continue organizing and analyzing data from the serum database and the Tainan Shared Care Cloud platform to provide residents with a more convenient approach to managing their health.<br />2. The Police Bureau presented a report titled &quot;Effectiveness of Anti-Fraud Enforcement in Tainan City&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) Nowadays, fraud cases continue to emerge, with fake investment schemes being the most common. Recently, media reports have revealed that fraudsters have exploited the identities of elderly individuals living alone or those with dementia to carry out fraudulent cadastral changes and register real estate transfers. In response, the Land Administration Bureau, District Prosecutors Office, and Police Bureau have established a Real Estate Fraud Prevention Coordination Platform to prevent such incidents jointly.<br />(2) In 2023, the Tainan City Government approved the Police Bureau&rsquo;s mid-term plan titled &quot;2024&ndash;2026 Program for Promoting Digital Forensics Laboratory Certification and Technological Talent Development&quot; to advance the establishment of a Digital Forensics Laboratory. This year, the laboratory received ISO/IEC 17025 certification, becoming the first police-affiliated lab in southern Taiwan to earn this recognition. This achievement greatly enhances the Police Bureau&rsquo;s technological investigation capacity and supports the development of digital and financial investigative skills, thereby strengthening police officers&rsquo; professionalism and effectiveness in case investigation. The Police Bureau is encouraged to continue promoting this initiative.<br />(3) Anti-fraud enforcement is a shared responsibility of the entire Executive Yuan at the central government level. At the local level, the City Government and its bureaus and departments are responsible for fraud prevention, deterrence, and joint enforcement operations. The AI Mask Removal ATM Alert System, developed by the Smart Development Center under Tainan&rsquo;s Research, Development, and Evaluation Commission, has effectively reduced the number of withdrawals by money runners after one month of trial implementation. Recently, a commercial bank announced plans to install AI facial recognition devices in some ATMs, following the example of Tainan City. The Smart Development Center is asked to continue collaborating with the Police Bureau, farmers&#39; associations, fishermen&#39;s associations, and private financial institutions to expand the system&rsquo;s deployment. Through public&ndash;private cooperation, this system will effectively deter financial fraud.<br />2. Today marks the first day of the second half of the year. All bureaus and departments are instructed to assess the progress of work that was expected to be completed in the first half of the year and expedite its completion. With the central government reducing general grants to local governments, all bureaus and departments should propose measures to address the concerns raised by Legislative Council members.<br />3. All bureaus and departments are reminded to develop comprehensive traffic management plans in advance when organizing events. In addition, this week marks the opening of the &quot;Food Taipei Mega Shows.&quot; The Agriculture Bureau is instructed to invite more commercial buyers to visit Tainan&rsquo;s exhibition booths and to facilitate opportunities for local producers to learn from practices in other cities, counties, or countries. These efforts will enhance Tainan&rsquo;s competitiveness and opportunities in marketing its agricultural specialty products.<br />2. Traditional floating raft systems often use bamboo frames and styrofoam floats. Bamboo frames, once removed, can be recycled and repurposed into products, such as sea bamboo charcoal. However, if they are sent to incinerators, this increases the volume of waste. Styrofoam floats, which contain microplastics, pose a serious threat to the marine environment. Despite this, many fishermen continue to use them due to their low cost. This practice has significant negative impacts on both human health and ecosystems. As a result, both central and local governments are actively promoting the adoption of modern oyster farming structures and advocating for a ban on the incineration of bamboo frames and the disposal of styrofoam waste.<br />(2) The city government plans to ban the use of styrofoam floats formally through an amendment of the self-government ordinance. The Agriculture Bureau is requested to reassess carefully and determine an appropriate date for implementing the ban. In the meantime, the Bureau should strengthen guidance efforts and provide subsidies to help fishermen transition to modern oyster farming structures as soon as possible.<br />2. The Public Health Bureau presented a report titled: &quot;Understanding Health through Data: A Comparative Analysis of the Top Ten Causes of Death in Tainan City and Nationwide, and Suicide Prevention Measures&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) &quot;Coffins are for the dead, not for the old.&quot; The causes of death&mdash;whether from accidents, suicide, or illness&mdash;carry different implications in public health. According to the report, aging ranks 8th among the top ten causes of death in Tainan, compared to 13th nationwide. This indicates that a higher proportion of elderly residents in Tainan die of old age rather than from disease, traffic accidents, suicide, or criminal incidents. Compared to the national average, this reflects a more natural and healthier end-of-life trend in the city.<br />(2) Suicide, which often results from extreme physical and psychological distress, is an intentional act of ending one&rsquo;s own life. It ranks 10th among the top ten causes of death nationwide, but 13th in Tainan. The data indicate that the suicide mortality rate in Tainan is lower than the national average. However, this figure should not be interpreted in isolation. Continued efforts are needed to strengthen public health initiatives.<br />(3) A comparison of the top ten causes of death shows that malignant tumors are the leading cause both in Tainan and nationwide. However, Tainan&rsquo;s cancer mortality rate (28.4%) is higher than the national average (26.8%). Similarly, the mortality rate from hypertensive diseases in Tainan (5.4%) exceeds the national figure (4.4%). These differences carry important implications for the city government&rsquo;s future policymaking, health education, and public awareness efforts, and they warrant closer attention in the field of public health.<br />(4) While Tainan&rsquo;s overall population has slightly declined over the past six years, the number of residents aged 65 and above has risen significantly&mdash;from 280,000 to 370,000. This reflects an acceleration of the city&rsquo;s aging demographic. The fifth phase of the Forward-Looking Infrastructure Development Program was recently approved by the Legislative Yuan, with a total budget of NT$70.14 billion. The program includes such initiatives as water environment improvement, digital infrastructure, and urban&ndash;rural development. Given the financial constraints of the Tainan City Government, all bureaus and departments are urged to seek central government funding proactively and coordinate closely with relevant agencies. Please conduct an inventory of project proposals. Those who have not yet submitted proposals should do so as soon as possible. For those with existing submissions, the central government may be asked to expedite the review process. Regarding surplus central government funds, relevant departments are encouraged to give priority to submitting proposals and actively compete for available funding.</p><p>2. The European Union recently approved the import of Taiwanese mangoes and guavas. Special thanks to the Agriculture Bureau and the Department of Information and International Relations for promptly identifying and reporting frontline quarantine issues to the Animal and Plant Health Inspection Agency and the Ministry of Foreign Affairs during last year&rsquo;s product promotion event in the Netherlands. After multiple rounds of negotiation, this achievement was made possible. We also thank the Ministry of Agriculture, the Animal and Plant Health Inspection Agency, and the Ministry of Foreign Affairs for their support. Although mango production is limited this year, efforts to expand marketing channels should continue. Following the establishment of the Taiwan High Speed Rail station and the entry of academic institutions into the area, President Lai&mdash;then serving as Mayor&mdash;proposed the creation of a Green Energy Science City in Shalun. In 2016, he submitted a comprehensive plan to then-President Tsai as a reference for the central government in promoting industrial development. This vision later evolved into what is now the Shalun Smart Green Energy Science City.<br />(2) The Shalun area has made remarkable progress. It now hosts central government agencies and research institutions, along with the Shalun National Cheng Kung University Hospital, a convention and exhibition center, the Mitsui Outlet Park, and experimental zones. It has become a vibrant and prominent district. With the central government&rsquo;s planned development of the Shalun Farm, the area is expected to grow even stronger and more dynamic. We look forward to continued collaboration between the central and local governments to transform Shalun into a livable and fully functional urban area.<br />(3) According to statistics from January to April this year, the combined output value of the Hsinchu and Central Taiwan Science Parks was lower than that of the Southern Taiwan Science Park, underscoring the growing importance of the latter. In the future, some manufacturers in the Southern Taiwan Science Park are expected to expand into the Shalun area. Combined with existing enterprises in the region, Shalun&rsquo;s development prospects are highly promising. Now that summer has arrived, hot and rainy weather conditions have caused ovitrap indices to rise across various areas, indicating an imminent risk of a dengue fever outbreak. All bureaus and departments are urged to remain vigilant to prevent a recurrence of the 2023 dengue fever epidemic. The Environmental Protection Bureau and related departments must remain vigilant and should intensify environmental sanitation efforts, including the cleaning of containers where water accumulates. The Civil Affairs Bureau is also requested to notify district offices and village chiefs to remain alert and take proactive measures.<br />2. The first typhoon of the year may form near Hainan Island this Thursday, and a maritime typhoon warning may be issued. All bureaus and departments are requested to maintain a high level of readiness and complete the necessary preparations.<br />3. A gas leak occurred in Yongkang last week. Fortunately, no serious injuries resulted. However, relevant bureaus and departments are urged not to take the incident lightly and to strengthen pipeline inspections and maintenance. The Public Works Bureau and relevant departments are also requested to intensify the safety inspections of pipelines managed by private businesses.<br />4. According to the &ldquo;Report on the Status of Public Parking Lot Fee Collection,&rdquo; the Transportation Bureau is requested to expedite the implementation of parking fees in administrative districts where such fees have not yet been introduced.<br />Reports<br />1. The Water Resources Bureau presented a report titled &ldquo;Construction Status and Floodwater Retention Capacity of Detention Basins in Tainan City&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Tainan covers a vast area of approximately 2,200 square kilometers, which is 8.5 times the size of Taipei City. It also encompasses one-third of Taiwan&rsquo;s flood-prone areas. As a result, water infrastructure is widely distributed across the city. For example, there are 165 regional drainage systems, more than any of the six special municipalities. When the capacity of regional drainage systems is exceeded, detention basins are needed to store excess water temporarily. To date, the Water Resources Bureau has constructed 23 detention basins with a total capacity of 6.33 million tons. Of these, basins accounting for 3.2 million tons were built in recent years. Over this period, the construction of detention basins has cost approximately NT$3 billion, with an additional NT$2.6 billion spent on pumping stations, totaling NT$5.6 billion. This amount is less than the NT$5.168 billion cut from this year&rsquo;s general subsidy to the city, highlighting the heavy financial burden imposed on the city. Infrastructure projects require funding to proceed. Only by allocating funds effectively can we bring substantial benefits to the public.<br />(2) The Water Resources Bureau is requested to continue advancing the construction of detention basins. The necessity of constructing detention basins, as well as the availability of land for them, must be carefully considered. In urban areas, land for detention basins is particularly scarce and valuable. Therefore, the Water Resources Bureau is urged to make optimal use of available space, maximizing excavation volume to ensure that the basins effectively mitigate flood peaks and short-duration heavy rainfall. The city&rsquo;s total flood detention capacity is approximately 11 million tons. Approximately 5 million cubic meters of detention basin capacity is managed by various bureaus. Relevant bureaus and departments are requested to manage these resources properly, ensuring that they function effectively during flood seasons, typhoons, and periods of heavy rainfall to protect the lives and property of the public. Additionally, all relevant bureaus and departments should ensure that drainage systems remain unobstructed under normal conditions to avoid adverse impacts on surrounding communities.<br />2. The Agriculture Bureau presented a report titled &ldquo;Tainan Mango and Pineapple Production and Marketing Project and Mango Festival Series of Events&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Due to unfavorable weather conditions this year, the mango fruiting rate has been low. Following an inspection by the Ministry of Agriculture, Tainan was designated as an area eligible for cash assistance. As a result, mango production has declined, and prices are expected to rise. Similarly, reduced pineapple yields have led to lower trading volumes and higher prices. This poses a significant challenge for marketing efforts. Tainan ranks first nationwide in mango production and second in pineapple production. Therefore, regardless of whether there is a bumper harvest or a poor yield, we must proactively expand marketing channels to prevent future oversupply issues. At the same time, this is an opportunity to promote Tainan&rsquo;s premium agricultural specialty products both domestically and internationally, paving the way for more resilient sales channels in the future.<br />(2) The Tainan International Mango Festival is scheduled to open on June 21. The City Government will invite international guests to attend. The Department of Information and International Relations is requested to manage foreign guest reception, the Agriculture Bureau is to oversee event logistics, and the Tourism and Travel Bureau, along with relevant departments, should enhance promotional efforts to increase awareness of the event among domestic and international friends. Tainan City and Chang Jung Christian University have successively hosted the National Games, the National Middle School Athletic Games, and the National Intercollegiate Athletic Games. These events have greatly boosted the city&rsquo;s sports culture. Thanks to everyone&rsquo;s efforts, the number of winners and medals earned by our athletes has significantly increased compared to those in previous years. Promoting sports enhances public health, prevents disease, and reduces healthcare costs. Therefore, we must meet the public&rsquo;s needs for sports facilities. The Sports Bureau is tasked with leading this effort, with the Education Bureau, Public Works Bureau, and other relevant departments collaborating to expand the availability of public venues to our citizens. They should also assist individual sports associations and all schools in establishing open and transparent rules for venue use. The Department of Legal Affairs and the Civil Service Ethics Office are requested to assist by strictly prohibiting long-term occupation by specific organizations to ensure the fair use of public facilities.<br />2. For example, this year (2025), President Lai attended the opening ceremony of the National Middle School Athletic Games, and Vice President Hsiao attended the closing ceremony; Vice President Hsiao also attended the opening ceremony of the National Intercollegiate Athletic Games. Staff from the Civil Service Ethics Office also played a key role in ensuring security at these events.&nbsp;<br />(2) At the end of July, the city government will host the 8th WBSC U-12 Baseball World Cup at the main and secondary fields of the Asia-Pacific Baseball Stadiums and Training Center. The U15 Baseball World Cup will also be held there. With international guests in attendance, ensuring proper security measures will be especially important. We appreciate the efforts of the Sports Bureau, Police Bureau, and Civil Service Ethics Office. The Sports Bureau is requested to continue enhancing the facilities while ensuring venue safety. In recent years, the Tainan City Government has implemented youth-friendly policies across various fields, including youth entrepreneurship subsidies, youth farmer support/counseling, rental subsidies, and digital nomad hubs. Recent weather fluctuations have been substantial. According to weather forecasts, a southerly wind is expected to approach tomorrow (28th), with Tainan likely to be the first area affected. Relevant bureaus and departments are instructed to monitor rainfall and tidal conditions closely to prevent flooding and water accumulation in low-lying areas and drainage systems.<br />2. Thanks to the city government&rsquo;s active investment promotion efforts, several large-scale shopping centers are expected to begin trial or official operations in the second half of the year. As a popular tourist destination, Tainan City sees high visitor traffic on both weekdays and weekends. With the summer vacation season approaching and major events planned for the second half of the year, a significant increase in both pedestrian and vehicular traffic is anticipated. The Economic Development Bureau is requested to coordinate with the Transportation Bureau and the Police Department to develop comprehensive traffic management plans based on projected visitor numbers and vehicle traffic to prevent congestion.<br />3. In response to the Department of Budget, Accounting, and Statistics&rsquo; report titled &ldquo;Tainan City&rsquo;s Response to the Nearly NT$5.2 Billion Reduction in General Grants,&rdquo; all bureaus and departments are instructed to submit detailed reports on the budget reductions or deferred projects for the second half of this year (2025) to help alleviate the city&rsquo;s financial burden. Second, these projects enhance urban functionality and expand public infrastructure. Third, through floor area ratio incentives, local governments can acquire social housing at no cost, saving substantial public funds.<br />The Urban Development Bureau is encouraged to continue working with developers to revitalize both public and private land and expand public facilities, such as social housing, parking lots, and green spaces.<br />(2) The government-led urban renewal project in Erkong Village successfully preserved several air defense bunkers and military dependents&rsquo; housing, providing a visible reminder of the city&rsquo;s history for its citizens. The social housing units obtained through the government-led urban renewal project should be allocated using a well-designed and fair lottery system to uphold both social welfare and fairness.<br />2. In addition to improving both software and hardware infrastructure, the Education Bureau, Transportation Bureau, and Police Bureau are urged to enhance traffic safety measures to prevent future tragedies. Teachers, parents, and students are also asked to follow traffic rules during school commute hours. Relevant departments are requested to expedite the completion of the Safe Routes to School project and improve intersection planning. Furthermore, all bureaus and departments should strengthen public education on safe and responsible driving behavior and remind citizens not to drive when experiencing poor physical or mental conditions, to avoid accidents. Let us work together to improve traffic order and prevent traffic-related incidents.<br />2. The flood season is approaching. With the current hot and humid weather and frequent short-duration intense rainfall, both the Water Resources Bureau and the Public Health Bureau must remain on high alert. Recent climate changes have been drastic, and the flood season is fast approaching. All bureaus and departments are instructed to make thorough preparations for flood prevention. Although we were well-prepared last year, Typhoon Gaemi still caused flooding and losses due to a levee breach along a river under central government jurisdiction. While it did not result in a major disaster, flooding and damages still occurred. This year, we must remain vigilant. In areas with a history of flooding, please ensure that flood barriers are in place and promote public awareness about picking up government-provided sandbags. Before the flood season arrives, all relevant bureaus and departments must carry out dredging, weeding, and silt removal. In addition, relevant departments must ensure the availability and proper functioning of all pumping equipment, and no further equipment failures should occur.<br />2. Due to recent U.S. tariff policies, local industries, such as orchid farming and Taiwan tilapia, may be affected. A prior meeting convened by the city government resolved to allocate the secondary reserve fund to assist industries in adapting to these impacts. The extent of the impact will depend on the outcomes of trade negotiations between Taiwan and the U.S. Nevertheless, local governments must proactively expand markets and diversify distribution channels. Even if the uncertainty around tariffs diminishes, we must continue developing multiple marketing avenues and recognize the untapped potential of the domestic market. From the central government to local governments, all levels are actively promoting investment, and Tainan City is no exception. Although it is an ancient capital, Tainan City aims to drive job creation and economic development through investment promotion.<br />(2) Since former Mayor Lai initiated the Investment Report Meetings, investment projects exceeding NT$200 million have been included for oversight, with city departments helping to resolve related issues. We extend our sincere thanks to all bureaus and departments for their efforts, especially to colleagues in the Economic Development Bureau for actively assisting businesses in resolving problems. From 2019 to the present, 115 major investment projects have been implemented, totaling NT$185.2 billion. For example, Singapore had rarely regarded Tainan as a major travel destination in the past. However, according to data from the Tourism and Travel Bureau, 700 to 800 Singaporean tour groups designated Tainan as the primary stop on their itineraries last year. This represents significant progress in the city&rsquo;s tourism sector. In addition to group tours, independent foreign travelers and backpackers also visit Tainan in large numbers for cultural, educational, and sports exchanges. The Yuguang Island Life Festival, taking place from May 3rd to 11th, has also attracted large crowds of tourists. Over &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; the last weekend alone, the event drew approximately 100,000 visitors and received positive feedback from young attendees. As the festival continues this coming weekend, the Tourism and Travel Bureau is requested to coordinate with the Transportation Bureau, Police Bureau, Environmental Protection Bureau, and other relevant departments. Please enlist the assistance of volunteer traffic officers to ensure effective traffic control and environmental sanitation. Additionally, relevant bureaus and departments are asked to expedite the inventory of temporary parking spaces in the surrounding areas and to assess vehicle access controls to and from Yuguang Island to mitigate pedestrian and traffic congestion.<br />2. According to the assessment by the Taiwan Centers for Disease Control (CDC), the current two-month period marks a peak in COVID-19 cases. Based on meteorological data, the flood season is expected to begin in late May. The City Government convened a flood prevention meeting yesterday (April 28). All bureaus and departments are instructed to implement effective dredging and water conservation measures. Although reservoir levels remain within the normal and safe range, efforts in water conservation and the use of reclaimed water should continue. Relevant agencies should prioritize clearing irrigation channels, drainage ditches, and sewage systems. For construction projects currently underway, it is critical to ensure the proper maintenance of drainage ditches to prevent the obstruction of drainage infrastructure, such as pipes and ditches, due to construction activities, which could lead to flooding. Relevant bureaus and departments should test the sluice gates and pumping equipment and ensure that they remain available and in good working order.<br />2. With Labor Day approaching on May 1, we express our sincere gratitude to the workers of Tainan for their contributions to the city&rsquo;s development. The Bureau of Labor Affairs is requested to monitor the impact of U.S. tariff policies and stay informed about changes in the labor market. All bureaus and departments should promptly coordinate with central legal reforms and conduct a thorough review of applicable local regulations to ensure that all governance activities are supported by law.<br />(2) The Department of Legal Affairs, in collaboration with the Research, Development, and Evaluation Commission, is requested to incorporate the performance of regulatory revisions by each department into the year-end performance evaluations.<br />2. The Finance and Taxation Bureau delivered a report on the &quot;Impact of the Revised Act Governing the Allocation of Government Revenues and Expenditures on Tainan City&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />&nbsp;<br />(1) The revised Act Governing the Allocation of Government Revenues and Expenditures is unfavorable to Tainan. Although the revised act has been announced, it has yet to take effect. The amendment favors northern over southern Taiwan, eastern over western regions, and outlying islands over the main island, which is deeply unfair to Tainan&rsquo;s fiscal situation. This is a critical time for Tainan&rsquo;s infrastructure development, such as the MRT system and the extension of the railway underground project, which require substantial financial investment. While the other five special municipalities, especially Taipei City and New Taipei City, have already completed much of their infrastructure and received high levels of central government subsidies during the construction of their infrastructure projects, Tainan now faces reduced subsidy rates. These reductions are taking effect just as our projects are commencing, resulting in substantial financial losses for the city. Additionally, in the case of responsibility transfers, such as elderly farmers&rsquo; subsidies, the number of eligible recipients is lower in Taipei City and New Taipei City, and yet they have received over NT$200 billion&mdash;exacerbating the disparity and putting greater fiscal strain on our city. All bureaus and departments must actively seek various central subsidies and implement plans to increase revenue and reduce expenditure.<br />(2) All bureaus and departments are urged to work with the Finance and Taxation Bureau to revitalize idle assets and promote private participation. In addition, daily operating expenses should be managed prudently. The flood season and the National Middle School Athletic Games are approaching. These events are crucial to public safety and the city&rsquo;s development. Relevant bureaus and departments are requested to make all appropriate preparations in response to the upcoming events.<br />2. In response to the latest U.S. tariff policy, the city government has convened a contingency task force, and the Executive Yuan has announced an NT$88 billion support package. The Economic Development Bureau, Agriculture Bureau, and other relevant departments are asked to align with the central government&rsquo;s subsidy and resource policy to help industries respond effectively. The Labor Affairs Bureau is asked to visit businesses and labor unions proactively to offer timely support to workers, helping to prevent unpaid leave or mass layoffs. The city government will also launch assistance programs for farmers, fishermen, as well as small, medium, and micro enterprises. Many important aspects, such as procedures, formats, and competition operations, have changed. Proper coordination is also needed for the arrangements of athletes, coaches, and referees. Thanks to the Sports Bureau for overcoming hardware and software infrastructure limitations and ensuring comprehensive readiness.<br />(2) With a record-high number of participants, all relevant bureaus and departments must plan ahead and consistently verify the readiness of hardware and software infrastructure and the deployment of personnel to ensure that the event runs smoothly and that athletes, coaches, referees, fans, and spectators are satisfied with the city&rsquo;s performance.<br />(3) As of today (the 9th), only 10 days remain before the opening ceremony. It has been more than two months since the January 21st earthquake. We ask the relevant bureaus and departments to continue advancing post-disaster reconstruction efforts. We sincerely thank the Structural Engineers Association, Professional Civil Engineers Association, and Architects Association for their invaluable assistance. We also express our gratitude to charitable organizations, such as the Tzu Chi Foundation, Hengshan Social Welfare Foundation, and Work Charity Group for their support, which has expedited the city&#39;s administrative procedures, such as assessment and evaluation. This efficiency has allowed citizens to apply quickly for repair subsidies and relief funds. The Tainan City government has actively sought repair subsidies from the central government, and approval has been granted to implement the reconstruction of some public facilities gradually. Thanks to the proactive efforts of various departments in promoting post-disaster recovery and relief work, the disaster&#39;s impact on the city has been minimized. Since the Lunar New Year, the number of visitors to Tainan has remained stable. In April, our city will host the National Middle School Athletic Games, and in May, Chang Jung Christian University will host the National Intercollegiate Athletic Games. These events are expected to attract numerous athletes, staff, coaches, fans, and sports enthusiasts to Tainan, providing a significant boost to the city&#39;s tourism, hospitality, and related industries.<br />2. The four-day Qingming Festival holiday is approaching, and many visitors from other regions will come to Tainan during this period. We ask the Transportation Bureau, Police Bureau, Environmental Protection Bureau, Fire Bureau, and other relevant departments to ensure the safety and smooth flow of both tomb-sweeping and tourist crowds within their respective jurisdictions. Recently, fires in other countries have led to casualties, property damage, and environmental pollution. Therefore, we must remain vigilant to prevent both natural and human-made disasters. During the Qingming Festival holiday, we ask all bureaus and departments to remind the public to be cautious of fire hazards. The Fire Bureau should ensure that essential equipment, such as small fire trucks and water retrieval facilities, are prepared. We also request full public cooperation to minimize the incidence of fire, ensuring a safe Qingming holiday for all citizens.<br />Reports<br />1. The Department of Budget, Accounting, and Statistics presented a report titled &quot;Evaluation of the Impact of the 2025 Central Government Budget Cuts and Freezes on the Tainan City Government&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) The Legislative Yuan has reduced the central government&rsquo;s total budget by NT$207.6 billion and frozen NT$138.1 billion. This decision significantly lowers administrative efficiency, restricts program implementation, and negatively impacts the rights and interests of the public. Due to these budget cuts, various central government subsidies originally allocated to city departments may also be proportionally reduced. If local governments proceed with projects, they will need to cover the shortfall, creating significant financial challenges. Moreover, since Tainan City receives relatively low centrally allocated tax revenues, it becomes increasingly difficult for bureaus and departments to carry out their planned projects.<br />(2) Although railway and Mass Rapid Transit (MRT) construction are central government projects, local governments must also bear part of the costs. In the past, when Taipei City and New Taipei City developed their MRT networks, the central government subsidized more than 90% of expenses. However, as Tainan City begins constructing its first MRT line, central government budget cuts have increased the local government&rsquo;s financial burden by 40&ndash;50%. This poses a major challenge to Tainan City&#39;s finances. Additionally, the central government had originally planned to establish the National Depository Center in the Tsengwen Municipal Vision Park, but due to budget cuts, the Ministry of Culture may no longer proceed with this project, impacting local development.<br />(3) Following amendments to the Act Governing the Allocation of Government Revenues and Expenditures, some responsibilities previously held by the central government may shift to local governments, along with the associated budget. For instance, some national high schools and vocational schools may transition to municipal schools, and the proportion of central government subsidies for critical infrastructure like roads and sewage systems may continue to decrease. This situation will heavily impact the city&#39;s finances and hinder the progress of major public projects in Tainan City.<br />(4) All bureaus and departments are requested to compile a list of affected items and, based on their importance and urgency, actively seek funding from the central government. Should the city government need to assume additional financial responsibilities, we must be prepared for potential delays in subsidy disbursement from the central government due to budget cuts, which could impact project contracting and progress, placing a significant strain on local governance. All bureaus and departments are urged to submit this information to Secretary-General Fang to assess the city&rsquo;s financial capacity and prioritize accordingly. Yesterday (the 24th), a chlorine gas leak at a local factory resulted in casualties. This was a serious workplace safety incident. The Labor Affairs Bureau is instructed to carry out thorough inspections and develop concrete safety measures, while relevant departments must strengthen preventive efforts.<br />2. The first phase of the Blue Line of the Tainan City Mass Rapid Transit (MRT) system has passed the review of the National Development Council. The Transportation Bureau is requested to revise the plan promptly based on feedback from relevant agencies and submit it to the Executive Yuan for approval. In addition to Phase 1 of the Blue Line, the city&rsquo;s MRT priority network includes five other lines. The Transportation Bureau should make full use of the time available and accelerate planning.<br />3. One and a half months have passed since the earthquake, and district offices, along with relevant bureaus and departments, continue to assist affected residents in resolving various issues, ensuring that victims can return to their pre-earthquake normalcy as soon as possible.<br />2. The extraordinary session of the City Council will commence in Xinying next Tuesday. During this session, the city government is required to present a special report on the January 21st earthquake, as well as review the utilization of the 2024 second reserve fund and the proposed supplemental appropriation for the current year. Tainan City has a strong agricultural foundation. Starting in March, a series of agriculture-related events will take place, including the &quot;2025 Asia-Pacific Orchid Conference and Taiwan International Orchid Show&quot; in March, the pineapple harvest season in April, the International Mango Festival in June and July, and the pomelo harvest season in September. Our goal is to maintain a stable production and marketing system, ensuring that farmers can cultivate their crops with peace of mind and sell them smoothly, avoiding such issues as sluggish sales or production&ndash;sales imbalances. Director Li of the Bureau of Agriculture is tasked with overseeing this matter. Every policy and measure implemented by the city government serves as a test of our team&#39;s ability to respond to public needs, as well as to manage disasters and crises. All bureaus and departments are urged to work together to ensure that citizens experience the city government&rsquo;s dedicated service.</p><p>2. Recently, two village activity centers in Dajia Village and Wangcheng Village have been completed in Tainan City, with more centers set to follow to achieve the goal of providing one activity center per village. In the first half of this year, the city will also complete the construction of a multi-story parking facility, providing additional parking spaces for residents conducting business and out-of-town tourists. During my first year as mayor of Tainan City, the city had only three multi-story parking facilities. To date, 13 such facilities have been completed in succession. As an ancient capital, Tainan City has relatively narrow roads and limited parking spaces, making it increasingly difficult to accommodate the growing influx of people who anticipate having sufficient parking. Ensuring sufficient parking is a critical infrastructure issue that directly affects residents&#39; daily lives. The Transportation Bureau is urged to continue seeking funding from the central government to support these efforts.<br />3. The Tainan City government responded swiftly with the distribution of relief funds, building damage assessments leading to the issuance of red and yellow notices, and post-disaster reconstruction efforts. We appreciate the dedication and service of the relevant bureaus and departments during the Lunar New Year holiday period, which brought comfort to the affected residents. Currently, while religious groups are assisting in the repair of buildings classified under the &quot;white notice&quot; category, the sheer number of such cases remains overwhelming. Therefore, we urge the relevant bureaus and departments to propose effective response measures. In post-disaster reconstruction, speed is critical&mdash;there is no such thing as &quot;fastest,&quot; only &quot;faster,&quot; to allow victims to return to normal life as soon as possible. Let us all work together toward this goal.<br />2. In addition to post-disaster reconstruction and support services, urban development and infrastructure projects must continue progressing. Regarding the relocation of the Yongkang Artillery School, the Tangshan Camp in Guanmiao District has been completed and is now undergoing intensive acceptance inspections. We anticipate its swift completion and handover to the Ministry of National Defense for occupancy, facilitating the timely vacating of the Yongkang Artillery School campus to accelerate the city&#39;s development. How to promote low-carbon cities and sustainable communities throughout the land consolidation and development process remains a key objective for which we strive. The Land Administration Bureau&#39;s implementation of six sustainability goals in land development is highly commendable.<br />2. The Public Health Bureau presented a report titled &quot;Community Mental Health Centers: Achievements and Future Outlook&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Tainan City established its first community mental health center at the end of 2022 and has since expanded the endeavor to a total of five centers. While the number of community mental health centers in Tainan is not particularly high among the six special municipalities, the city&#39;s relatively smaller population results in the highest per capita coverage and the lowest average number of residents per center. This achievement is commendable.<br />(2) The Public Health Bureau is encouraged to continue identifying suitable locations for establishing additional community mental health centers. In addition to fulfilling the functions assigned by the central government, these centers should expand their role in community mental health services and actively promote mental health awareness among organizations and community groups.<br />(3) Following the January 21st earthquake, staff at the community mental health centers were swiftly deployed to the disaster area to provide psychological and emotional support to the affected residents. Throughout the Lunar New Year holiday, the district offices, the Public Health Bureau, and other relevant departments continued to offer uninterrupted assistance to those in need. The January 21 earthquake in Dapu Township, Chiayi County, struck just before the Lunar New Year, significantly impacting areas adjacent to mountains, including Nansi, Yujing, Dongshan, and Baihe in our city. In the shortest possible time, we successfully carried out the resettlement of disaster victims, the distribution of relief funds, preliminary structural assessments of buildings, agricultural damage surveys, and waste removal. We extend our sincere gratitude to the Civil Affairs Bureau, Public Works Bureau, Social Affairs Bureau, Urban Development Bureau, Agriculture Bureau, and Environmental Protection Bureau for their tireless efforts in disaster response and relief before the Lunar New Year holiday. We also appreciate the dedication of bureau and department directors, as well as their colleagues, who sacrificed their holidays to swiftly mobilize personnel, manage emergency operations, and coordinate the distribution of supplies donated from across the country, ensuring continued support for residents, disaster victims, and visitors.<br />2. Regarding various disaster subsidies, relief efforts, building assessments, and related consultations, we urge the relevant bureaus and departments to process them as quickly as possible. Although Tainan City has been affected by the disaster, urban development must continue to progress. All bureaus and departments are requested to continue to improve public services and initiatives, including events such as the Orchid Show and the National Middle School Athletic Games. By hosting these events, we aim to enhance the city&rsquo;s infrastructure, make Tainan a better place, and ensure that our residents see it as a livable and welcoming city.<br />3. Recent news involving a public figure has led to increased public inquiries about the influenza vaccine. While Tainan City&#39;s influenza vaccination rate is above the national average, we continue to urge all eligible individuals to get vaccinated as soon as possible to protect their health.<br />4. The Research, Development, and Evaluation Commission is requested to draw from the experiences of various cities, counties, and countries and assess the feasibility of integrating artificial intelligence into government policies to enhance administrative efficiency and reduce working hours.<br />5. Although Tainan City was affected by the earthquake, its tourism and hospitality industries were not significantly impacted during the Lunar New Year period. However, as the post-holiday season is typically a low season for tourism, we ask all bureaus and departments to actively seek opportunities from the central government to host meetings and events for volunteer police, volunteer firefighters, the Lions Club, the Rotary Club, and similar organizations in Tainan. This will help to sustain tourism during the low season and ensure continued economic benefits for the tourism sector.<br />Reports<br />1. As digitalization and urban challenges become increasingly complex, along with advancements in technology and the integration of artificial intelligence, the demand for information security continues to increase daily.<br />(2) Tainan City Government&rsquo;s &ldquo;Urban Data Exchange and Integration Platform&rdquo; has received numerous awards both domestically and internationally, recognizing the collective efforts of the Research, Development, and Evaluation Commission&rsquo;s Smart Development Center and various bureaus and departments. The Civil Service Development Institute is requested to continue offering relevant courses to equip personnel across bureaus and departments with the necessary knowledge to enhance administrative efficiency.</p><p>2. Instead, the city attracted visitors through the efforts of its major attractions, tourism businesses, and various government bureaus and departments.<br />(3) Domestic tourism has been falling in popularity year by year. To boost the city&#39;s tourism industry, we should expand tourist attractions and enhance the tourism landscape. A strong earthquake with a magnitude of 6.4 struck Chiayi in the early morning of January 21st. Damage was reported in the mountainous areas of the Nansi, Yujing, and Nanhua Districts of Tainan City. Following the earthquake, the mayor personally drove to the disaster-affected areas to provide care to residents and oversee relief efforts. Fortunately, no fatalities were reported. Apart from one individual who sustained serious injuries, all other injuries were minor. The city government has established resettlement centers in Yujing and Nansi Districts, accommodating a total of 27 people. We extend our gratitude to the relevant bureaus and departments for their assistance. Relief for the victims should be provided in accordance with the measures established following the February 6, 2016, earthquake. With the Lunar New Year approaching, all relevant bureaus and departments are requested to complete relief efforts by January 24th, ensuring that affected residents can experience the care and support provided by the city government during the Lunar New Year holiday. On January 22nd, the Major Disaster Fund Committee will discuss proposals for the maintenance and repair of roads, bridges, public facilities, and residential buildings affected by the earthquake. We hope that the necessary measures will be approved before the Lunar New Year to ensure proper resettlement for affected citizens. Additionally, the earthquake has caused premature fruit drops of jujubes and carambolas. The Agriculture Bureau is urged to assist farmers with the harvesting and processing of these fruits as quickly as possible.<br />2. Last year&rsquo;s road safety performance work showed improvement compared to previous years, thanks to the efforts of the Transportation Bureau, Police Bureau, and other relevant departments. During the holiday period with consecutive days off, surrounding roads and major routes are expected to experience relatively heavy traffic. The Transportation Bureau and Police Bureau are requested to plan traffic arrangements and provide guidance on alternative routes in advance, ensuring that citizens traveling to and from the city can experience smooth traffic and enjoy a safe and pleasant Lunar New Year in Tainan.<br />3. Due to the agricultural losses caused by the earthquake, the Agriculture Bureau is requested to expedite the administrative process for applying for subsidies from the central government. Regarding the relocation of dogs from the private dog farm in Hagenaars Bosch, South District, to the temporary holding area of the South District Environmental Protection Bureau, we extend our gratitude to the Environmental Protection Bureau and the Agriculture Bureau for their assistance. If any bureau or department has a suitable field to establish a temporary dog holding area, please contact the Agriculture Bureau as soon as possible. With the Lunar New Year approaching and limited working days remaining, all bureaus and departments are urged to complete post-disaster assistance and related administrative work before the holiday. Furthermore, the Public Works Bureau is requested to complete the structural safety assessment of buildings with safety concerns in the disaster area by noon tomorrow (January 22nd).<br />Reports<br />1. The Public Health Bureau presented a report on &quot;2024 Achievements in Dengue Fever Prevention and Control and 2025 New Policies&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) Dengue fever is an environment-related disease and is not the sole responsibility of any single bureau or department. Moreover, it cannot be effectively prevented or controlled by one bureau or department alone. It requires collaboration and mutual support among all bureaus and departments. Last year, Tainan City reported zero local cases of dengue fever, thanks to the dedicated efforts of colleagues across all bureaus and departments.<br />(2) Approximately 40% of dengue fever transmission occurs within communities. To address this, a Fixed-Site Physician Sentinel Surveillance Program was implemented in the community last year. This year, medical technologists and pharmacists have been invited to join the reporting process, further enhancing the community&#39;s capacity for comprehensive prevention measures.<br />(3) The period from January to March 2025 has been designated as the dengue fever awareness and improvement period. Beginning on April 1, relevant authorities will enforce regulations accordingly. Citizens are encouraged to improve environmental hygiene in their surroundings and monitor their own health.<br />(4) This year&rsquo;s winter is still considered mild. It is estimated that dengue fever outbreaks may become more likely once the weather turns hot in May. Everyone is urged to stay alert, and all bureaus and departments are requested to remain vigilant regarding imported cases.<br />(5) Last year, the city government revised its chemical control measures for dengue fever by adopting the compressed fogging canisters for indoor spraying. This approach helped minimize disturbances to residents. We sincerely thank all citizens for their support and cooperation, which allowed the city to carry out its dengue fever prevention efforts effectively.<br />2. The Civil Affairs Bureau presented a report titled &quot;2025 Yanshui Beehive Fireworks Operations&quot; (refer to written sources for details).&nbsp;<br />Resolution: Approved for reference filing.&nbsp;<br />Deputy Mayor Chao&rsquo;s Comments:<br />(1) The Yanshui Beehive Fireworks and Yuejin Lantern Festival are renowned nationwide. Each year, during the Lunar New Year and Lantern Festival period, the beehive fireworks celebration is a significant folk tradition in Taiwan. Ensuring safety should be the top priority when organizing these events. We extend our gratitude to the Environmental Protection Bureau, Transportation Bureau, Police Bureau, Fire Bureau, Cultural Affairs Bureau, Tourism and Travel Bureau, Public Health Bureau, Department of Information and International Relations, and the Yanshui District Office for their dedicated efforts and close collaboration during the event period.<br />(2) The emergency response center is tasked with effectively managing all emergencies and accidents. Relevant bureaus and departments are also requested to ensure proper rescue operations, providing the public with a safe environment while participating in exciting folk activities.&nbsp;<br />(3) The Fire Department is requested to conduct inspections of the firework fortresses prior to the parade. The Department of Information and International Relations is tasked with making appropriate arrangements for the international guests from friendship cities who are visiting or experiencing events in Tainan.
